Statement by Counselour Mrs. Paula Mac Loughlin
October 21
I have the honor to introduce the draft resolution entitled "Information on confidence-building measures in the field of conventional weapons" on behalf of more than 60 delegations. The sponsors of the project are contained in document L. 8.
As will be recalled, the Argentine initiative to present this draft resolution was part of the effort to regain dialogue on this issue during the 2000, 2001 and 2003 substantive sessions of the Disarmament Commission. On that occasion, it became apparent that significant developments were taking place in confidence-building measures in various parts of the world, but that the delegations lacked information.
The objective of the draft resolution was and continues to be, precisely, to strengthen the knowledge about the new developments that are taking place. The draft resolution was not intended to be mandatory, but aimed exclusively at the voluntary provision of information on confidence-building measures and the assistance of the Secretary-General to establish and maintain the electronic database with information voluntarily submitted by States and to assist them, at their request, in the organization of workshops, seminars, etc.
Argentina appreciates once again the expressions of support received and invites delegations that have not yet done so to join in the co-sponsorship. Finally, Argentina hoped that the draft resolution would, once again, be adopted by consensus.
