The Emilio F. Mignone International Human Rights Award was created in 2007 by the Ministry of Foreign Affairs and Worship of Argentina for the purpose of recognizing foreign organizations and/or foreign individuals residing abroad that have performed outstanding work in the promotion and protection of Human Rights in their respective countries, both as regards the fight against impunity for mass, systematic Human Rights violations and in the fields of discrimination, economic, social and cultural rights, among others.

This annual Award is given in a ceremony held every year in the month of December in the presence of authorities of the Ministry of Foreign Affairs and Worship and of the Argentine Government, for which purpose the winner of the award or representative of the awardee is invited to visit Argentina (with economy class tickets, accommodation and per diem expenses paid) for a week. The winner is invited to participate in a number of activities organized by the CELS [Centre for Legal and Social Studies] and academic institutions during their stay in Argentina, and will have meetings with NGOs, governmental institutions, human rights organizations, parliamentary committees, and the press.
