Group of Friends of Sustaining Peace: Ambassadorial-level meeting with Oscar Fernández-Taranco Assistant Secretary-General for Peacebuilding Support

Argentina welcomes the interim report of the Secretary General on the implementation of the recommendations included in the 2018 Report on Peacebuilding and Sustaining Peace.

We consider that the information provided in this interim report contributes to a greater transparency on the actions of the Organization with a view to enhance the coordination and coherence of international efforts in support of national Governments.

I would also like to thank the presentation of the Assistance Secretary-General and congratulate him for the renewal of his appointment as head of the Peacebuilding Support Office. Please, be assured of the commitment of Argentina to the fulfillment of the mandate assigned to this office.

Argentina considers that the Peacebuilding and Sustaining Peace agenda should take a central role in the United Nations system and be a priority for bodies such as the General Assembly, the Security Council and ECOSOC.

We hope that consolidated and coordinated actions could contribute for a better ownership by Member States of a sustaining peace approach in their national policies, and therefore we appreciate the actions taken to improve the operational and policy coherence of the existing programs.

In this regard, we also want to highlight the importance of the liaison function of the Peacebuilding Support Office, which can contribute to strengthen the relationship and synergies among the different relevant United Nations bodies.

We welcome the information on the implementation of the Peacebuilding Commission’s gender strategy but we consider that more coordinated efforts are needed on addressing the gender aspects of peacebuilding, including access to finance and the inter-linkage of gender with the United Nations pillars.

We would like to stress the role of the Peacebuilding Support Office to further strengthen the synergies between the Commission and the Peacebuilding Fund, which would, among other things, allow the Commission to fulfill its mandate on peacebuilding.

Although Argentina is not currently participating as a member of the Peacebuilding Commission, we have been following up its work and actively participated in the different forum where the issue has been discussed.

The Commission must have adequate, predictable and sustainable financing which will allow it to cope with the magnitude of the peacebuilding tasks.

Therefore, we share the concerns expressed by the Secretary General on the lack of advance in the implementation of the recommendations related to financing for peacebuilding.

In this regard, we share the findings of the Secretary General, stating that South-South and Triangular cooperation made a valuable contribution to peacebuilding and sustaining peace and we hope that this tool could be more broadly use in  the organizations' efforts in this field.

To conclude, let me emphasize the importance of promoting a positive cooperation dynamic in the United Nations system, actively engaging Member States and relevant stakeholders to create solid partnerships and durable solutions to conflict situations.
