Mr. Chairman,

I have the honor to speak on behalf of the Group of 77 and China on agenda item 134: Review of the efficiency of the administrative and financial functioning of the United Nations, with respect to the proposal for the Global Service Delivery Model (GSDM).

At the outset, I would like to thank Mr. Christian Saunders, Assistant Secretary-General, Office of Central Support Services as well as Mr. Carlos Ruiz Massieu, Chair of the Advisory Committee, for introducing their respective reports on this agenda item.

Mr. Chairman,

The Group expresses its serious concern on the very late introduction and consideration of this agenda item, almost three weeks after the official end of the time allocated to the work of this Committee. We reiterate that the Second Resumed Session is traditionally focused on peacekeeping and other urgent, time-bound agenda items with financial implications, including the review of the rates of reimbursement for troop contributing countries. To this end, the Group expects that our discussions on peacekeeping and other agenda items with immediate financial implications will be concluded before the end of this week, to ensure that other equally complex agenda items receive the attention that they deserve. While the Group has exercised flexibility on this occasion, we remind the Secretariat and all stakeholders that maintaining a sense of discipline in the work of this Committee, especially with regard to the timely conclusion of our work, also requires the timely submission of information and documents - in full, on time, and without excuses.

Mr. Chairman,

The Group of 77 and China will carefully examine both the proposal of the Secretary-General and the related report of the Advisory Committee on this agenda item. We will pay particular attention to how the reports before us respond to the requests and guidelines laid down in previous resolutions on the Global Service Delivery Model, and how the proposals can improve service delivery and outcomes.

Let me conclude, Mr. Chairman, by reassuring you of our continued commitment to engaging in a constructive exchange towards a consensus outcome by this Committee.
